Come and be part of our new People Commissioning Team. This is an exciting opportunity to join and help build a new integrated people commissioning function at Cornwall Council.
 

We are one of the largest unitary Councils, we are creating a new function that supports both Childrens and Adult Care Services.

 

There are a number of new opportunities across the People Commissioning function for people who are both interested in building a career in public services and social care as well as opportunities for those who have lots more experience.

 

We still have a number of roles that will lead on a broad set of functions below:-

 

•Establishing strategic commissioning and the intelligent client function for the Council across the delivery of people services
•Lead on driving innovation and excellence in service delivery
•Managing patterns of demand differently to improve outcomes
•Establishing strong and effective partnerships to commission services jointly across with health, housing and other providers.
•To lead the strategic transformation and reshaping of services over the medium to longer term.
•Working closely with providers to help them be the best that they can, not only delivering excellent services but also supporting them to deliver added social, economic and environmental value to the Cornish economy. 

 

We have provided a summary of some of the key roles below. The detail is set out in the role profiles below. 

 

Strategic Commissioning Leads 

These are the most senior commissioning roles reporting into the ‘Heads of Commissioning’. They will be the subject matter experts and lead on the transformation of significant areas of the Council’s business.  They will find solutions to some of the most challenging questions the Council faces, co-designing solutions with stakeholders. They will work over the medium to longer term horizons always drawing on evidence and international best practice. 

 

We have a number of Strategic Commissioning lead roles focusing on:

 

Independence and Reablement: Including the strategic commissioning for intermediate care, reablement, prevention, community equipment, technology enables care and carers services, which includes commissioning arrangements with our health partners.  

 

Better Care Fund Pooled Fund: Including overseeing the successful delivery of our formal partnership arrangements with health commissioners, working to ensure we have a co-ordinated approach around joint commissioning, effective joint commissioning governance and that our partnerships are underpinned by good practice legal agreements, which support us to understanding the impact in terms of improved outcomes.

 

Care and Support at Home: Including Home Care and other community-based support services and commissioning arrangements with our health partners 

 

Accommodation with Care: Including the macro development of the care home and extra care market capacity as well as other supported housing solutions includes sheltered accommodation and commissioning arrangements with or health and housing partners
